Matthew is a former HHS and DOJ attorney with extensive experience in Medicare audits, appeals, and compliance. He has a decade of criminal, civil, and appellate trial experience in administrative, state, and federal courts. He is senior litigation attorney in the firm’s south Florida offices with a practice emphasis in criminal defense, health care fraud and abuse defense (False Claims Act, Physician Self-Referral (Stark), and Anti-Kickback), professional licensing defense, and Medicare and Medicaid audits. He also handles DEA audits and investigations, physician employment contract review, and general civil litigation matters.
Prior to joining the Chapman Law Group, Matthew served as a Senior Attorney Advisor in the U.S. Department of Health and Human Services, Office of Medicare Hearings and Appeals. He advised federal administrative law judges on compliance and reimbursement appeals, including Medicare contractor overpayment audits (RAC, ZPIC, and PSC), statistical sampling appeals, and Medicare secondary payer appeals. Before joining HHS, he handled criminal and civil litigation cases for the U.S. Department of Justice as a Special Assistant U.S. Attorney with the U.S. Attorney’s Office for the District of Columbia and as an Assistant General Counsel with the FBI. As a Special Assistant U.S. Attorney, he prosecuted hundreds of narcotics, weapons, theft, and other violent offenses. As Assistant General Counsel, he defended the FBI in Freedom of Information Act litigation preventing the disclosure of classified information in criminal, cyber, and counter-terrorism cases. Earlier in his career, he handled litigation and transactional matters for an international law firm in their Orlando, Florida office. A significant part of his practice involved corporate entity formation, real estate transactions, general commercial litigation, and Interstate Land Sales Full Disclosure Act litigation.
Matthew earned his J.D. in 2007 from Barry University and a B.A. from Georgia State University in 2004. He is admitted to the State Bar of Florida and the U.S. District Courts in the northern and southern districts of Florida. He is a recipient of FBI and HHS Superior Service Awards and was nominated by the South Florida Federal Executive Board for Employee of the Year in 2015.
Matthew and his wife enjoy spending time with their two dogs and traveling. He also is an avid soccer and racquetball player. He played three years of collegiate soccer and continues to compete in competitive men’s leagues in Miami and Fort Lauderdale.
As a former prosecutor and government health care attorney, Matthew has a significant amount of experience dealing with state and federal agencies during criminal investigations, criminal trials, and administrative proceedings. His experience in the areas of administrative law, criminal law, and business transactions make him a versatile asset to our health care law team.
